FCI Circular concerning the Canadian Kennel Club

THUIN (Dogueros Blogspot) - The Federation Cybologique Internationale issued on March 13th the Circular 33/2007 with which it recognizes the pedigrees and judges of the CKC. The circular issued is as follows:
"Canadian Kennel Club pedigrees and judges
On the occasion of its meeting in Amsterdam on March 6th and 7th 2007, further to contacts with the Canadian Kennel Club, the FCI General Committee re-considered its previous decision made against the CKC (see our circular 125/2006 dated 22/11/2006) and made the following decision :
All pedigrees issued by the CKC (whatever the date they were issued) are again recognized by the FCI with immediate effect. As a result all dogs with a CKC pedigree are again allowed to take part in FCI international CACIB shows, are eligible to be entered in the studbooks of the member organisations and contract partners and they can again be used for breeding purposes.
However, the sanction against the Canadian Kennel Club judges was maintained, i.e. they are not allowed to officiate at FCI international CACIB shows since January 1st 2007.
We request the member organisations and contract partners to inform all the people and clubs concerned with this matter in their country.

Dog dies after being locked inside a truck

QUEBEC (OTTAWA CITIZEN) - A Quebec man has been charged with animal cruelty after a dog was allegedly left in the back of a truck to die of heat exhaustion. Yves Levergneux, of Val-des-Monts, Quebec, was charged June 21 after investigators with the Ottawa Humane Society (OHS) found the body of an eight-month-old Mastiff-type dog inside a dumpster at an East-end Ottawa locksmith shop.
On June 8, the society received a call from a witness who reported seeing a man disposing of a dog. When investigators attended the scene, they discovered a deceased dog inside a dumpster, with blood around its mouth and paws. The body was removed and taken back to the OHS for examination.
On June 11, the society says investigators returned to the locksmith shop to interview staff. Mr. Levergneux told investigators that the dog, which he described as a Dogo Argentina, had been defecating indoors and had to be removed. The society says Mr. Levergneux admitted to placing the dog in the back of a capped pick-up truck on the afternoon of June 8, when the temperature was 30C (37C with the humidex). They said when Mr. Levergneux returned to the truck two hours later, the dog was dead, so he disposed of the body in the dumpster. Results of an OHS post-mortem examination on the dog, the society says, indicate the animal likely died of heat exhaustion from being locked inside the truck for too long at extreme temperatures. The air inside a parked car can heat up within minutes on a hot day. With only hot air to breathe, a dog's normal cooling process of panting doesn't work and its internal body temperature can elevate to dangerous levels quite quickly. This can lead to heatstroke, brain damage and death. Mr. Levergneux has been charged with two counts of animal cruelty under the Criminal Code of Canada, for failing to provide suitable and adequate care to an animal, and for causing unnecessary pain, suffering and injury to an animal.
The society has recently issued warning letters to several owners who have left their dogs in cars on hot days. Last week, an OHS agent had to remove a dog that had been left in a car for 45 minutes.
"It is not OK to leave an animal in a car on a hot day for any length of time," said Tim Brown, an OSPCA inspector with the OHS. "A locked vehicle can quickly become an oven, and, just like an oven, if you turn it on to 400F and leave the door open a crack, the temperature inside will still be 375F. Leaving the windows rolled down on a car does nothing to reduce the temperature inside a vehicle."

Spanish dog-fanciers may be forced to neuter pets.

SEVILLA (Dogueros Blogspot) - The governors of the region of Andalusia in southern Spain are about to throw out a bill which forces the owners of 15 dog breeds and their mixes to neuter their dogs. The breeds which are affected by that bill are: Akita Inu (Japanese Akita), American Pit Bull Terrier, American Staffordshire Terrier, Bullmastiff, Ca de Bou (Perro de Presa Mallorquin), Dobermann, Dogo Argentino, Dogo Canario (Perro de Presa Canario), Dogue de Bordeaux, Fila Brasileiro, Mastino Napoletano, Rottweiler, Staffordshire Bullterrier, Tibetan Mastiff and Tosa Inu (Japanese Tosa). A government official claimed that the bill is a necessity to control the attacks of dogs which increased in Spain during the last years. Valid sources from Spain say that if the Bill passes in Andalusia, the next step would be to pass it through the laws of whole Spain.

Pets banned by Air Canada

OTTAWA (Reuters) - Sorry Fluffy. Tough luck, Fido. Air Canada will be banning all pets from its passenger planes from July 15 this year.
The airline decided to stop carrying cats and dogs in the cargo hold because of increasing load factors as well as tighter security measures that are leading people to check more bags, said airline spokesman Peter Fitzpatrick. "Animals in the hold actually reduce the amount of space we have for luggage because you've got to leave an area for ventilation or oxygen and as well they require extra handling," he said.
The airline stopped carrying pets in the cabin last September because of concerns over passengers with allergies. People who want to transport their pets after July 15 can use planes operated by Air Canada's cargo operation. Fitzpatrick said the decision was not directly linked to the case of a Canadian doctor whose dog died of carbon monoxide poisoning while in the hold of a flight in early 2004. The plane was operated by a now defunct Air Canada subsidiary.
The Canadian Transport Agency (CTA) ruled in 2006 that the airline was not liable for the death of animals in its care.

Another Dogo Argentino Specialty Show was held at the begining of this summer. The Dogo Argentino Club Finland organised an impressive show which was held on Sunday 17th of June. Judge of the “Monografica Finlandia” was Mrs Ana Maria Tadeschi from Argentina. The total amount of Dogos entered reached the impressive number of 83. Best of breed was the male Kerberos Blanco Salvador bred by Jarmo and Anne Kristiina Laine and owned by Pasi Ellonen. Best of Opposite Sex was Tigidas Eclat and Best Junior in Breed Tigidas Impact. The event was very well organized and some very interesting Dogos participated. We hope that next year we will see more than 100 Dogos entering the show.

Californians may be forced to neuter pets

SAN FRANCISCO (Reuters) - California may become the only U.S. state to require the sterilization of pets under a bill passed by the state Assembly, pitting dog and cat lovers against animal rights activists.
"It's a horrific bill," said Maureen Hill-Hauch, executive director of Castleton, New York-based American Dog Owners Association, adding that enforcement of the bill in theory could wipe out California's dog population.
The bill would require pet owners to spay and neuter their dogs and cats, or face a $500 fine for each animal.
Breeders, as well as owners of guide dogs, could obtain exemptions.
The Democrat-led state Assembly narrowly approved the bill late on Wednesday. It now goes to the state Senate amid a flurry of legislation that must be passed by Friday.
Republicans in the minority in both chambers do not consider the bill a priority and say it is too intrusive. "It's micro-managing," said Republican Assemblyman Doug LaMalfa.
Supporters say the bill requiring pets to be spayed or neutered is necessary to reduce the population of unwanted pets dumped in the state's shelters.
At least 500,000 animals each year are killed in the most populous U.S. state, imposing an unacceptable "humanitarian" cost on California, said Assemblyman Lloyd Levine, the Democrat promoting the bill.
Those dogs and cats also impose a big expense to the state as keeping and killing them costs $300 million a year, Levine said in a telephone interview.
Leslie Nuccio of the San Francisco area group Bad Rap -- Bay Area Doglovers Responsible About Pit bulls -- said the bill offers a solution to California's "pet overpopulation problem" because too few owners voluntarily spay or neuter their pets.
"Unfortunately, it just hasn't been enough to staunch the flow of unwanted animals," she said.
Gov. Arnold Schwarzenegger has not taken a position on the bill and will not disclose whether his two dogs have been spayed or neutered, said spokesman Aaron McLear: "He doesn't want to get into the personal lives of Sarge and Spunky."
